The key principles of the salary framework for Ministers are: First, salaries must be competitive so that people of the right calibre are not deterred from stepping forward to lead the country; Second, the ethos of political service entails making sacrifices and hence there should be a discount in the pay formula; Third, there should be a “clean wage” with no hidden perks Salaries should also be linked to the individual performance of political appointment holders and the socio-economic progress of Singaporeans. 2. Such systems have come under criticism in several countries because of their non-transparent nature and difficulties in control and accountability. This “clean wage” principle is one of the key principles that we will continue to adhere to as we believe that in the long run, this is the more open, transparent and honest way.
