1.	What is EDDIES?
	EDDIES is an acronym for Electronic Driver Data Information and Enquiry System. It is an online enquiry system that allows members of the public, insurance and car rental companies to check a motorist's driving licence status and eligibility for Certificate of Merit (COM). back to top


2.	Where and how do I access EDDIES?
	EDDIES can be accessed by logging on to the eCitizen website at http://www.ecitizen.gov.sg. At the eCitizen website, just select Transport -> Driving in Singapore -> E-Transaction -> Electronic Driver Data Information & Enquiry System. EDDIES can also be accessed through the Electronic Police Centre in the Singapore Police Force website at http://www.spf.gov.sg . back to top


3.	What are the benefits of EDDIES?
	EDDIES benefits driving licence holders by allowing, through the internet: Driving licence holders to check the updated status of their licences and eligibility for the Certificate Of Merit (COM) Participating insurance companies to check the eligibility of driving licence holders for the COM that entitles them to a 5% discount on their insurance premium, at the point of insurance purchase Employers and rental companies to check the latest status of employees' and customers' driving licences Singaporeans and PRs to check the delivery status of their photocard driving licence Singaporeans and PRs to check if they have any demerit points under the Driver Improvement Points System (DIPS) Singaporeans, PRs and foreign drivers to check if their vehicle has any outstanding traffic summons for offences committed in Singapore With effect from 23rd June 05, EDDIES will also provide online traffic fines payment via FlexiPay, an Internet e-payment service. back to top


4.	What is FlexiPay and how do I use it?
	FlexiPay is an Internet e-payment service that allows you to make payments to Government agencies online by signing just one Direct Debit Authorisation (DDA) form authorising deduction from your bank account. 5.	Besides FlexiPay, what are the others payment modes available?
	Payment can be made electronically to Traffic Police or by cash or cheque. For your convenience, you are encouraged to do so by electronic means i.e. Banks' electronic channels (ATMs, Internet Banking, Phone-banking), AXS stations, SAM stations and vPost. 6.	I do not wish to have my record on EDDIES, is it possible?
	No. Records of all Singaporean drivers are on the EDDIES as they are obtained directly from the Traffic Police's computer system. Sufficient safeguards are in place to ensure that only you or persons authorised by you have access to the more sensitive data such as demerit points. back to top

8.	How do I find out the status of my driving licence?
	1) Log on to eCitizen website http://www.ecitizen.gov.sgand select Transport -> Driving in Singapore -> E-Transaction -> Electronic Driver Data Information & Enquiry System 2) Click on 'Driving Licence Information'. 3) Enter the licence holder's NRIC/FIN number and date of birth at the webpage. Click Proceed. 4) System validates the input and generates a webpage displaying the types of information the person can choose from. 5) Choose "Status of Driving Licence". 6) System generates a webpage displaying the licence holder's NRIC/FIN number, validity of driving licence(s), class(es) of driving licence possessed, and respective expiry date(s). back to top


9.	How do I know if my new photocard driving licence has been delivered?
	Process to enquire Photocard Driving Licence Delivery Status: 1) Log on to eCitizen website http://www.ecitizen.gov.sg and select Transport -> Driving in Singapore -> E-Transaction -> Electronic Driver Data Information & Enquiry System 2) Click on 'Driving Licence Information'. 3) Enter the licence holder's NRIC/FIN number and date of birth. Click Proceed. 4) System validates the input and generates a webpage displaying the types of information the person can choose from. 5) Choose "Photocard Driving Licence Delivery status". 6) System generates a webpage with the status of the driving licence application. back to top


10.	How do I find out if I have any demerit points?
	Process to enquire Status of Driver Improvement Points (DIPS): 1) Log on to eCitizen website http://www.ecitizen.gov.sg and select Transport -> Driving in Singapore -> E-Transaction -> Electronic Driver Data Information & Enquiry System 2) Click on 'Driving Licence Information'. 3) Enter the licence holder's NRIC/FIN number and date of birth. 4) System validates the input and generates a webpage displaying the types of information the person can choose from. 5) Choose "Status of Driver Improvement Points" 6) Enter the driving licence card serial number. Click Proceed. 7) System generates a webpage showing the licence number and the total demerit points as of that date. Details of the offences are also shown. back to top


11.	When will my updated driving licence status be reflected on EDDIES if I pass the practical test today?
	It will be reflected the day after you have obtained your driving licence. back to top


12.	Can the driving licence status printed out from EDDIES be presented as a driving licence?
	No. Your driving licence is the only legal document that certifies you as a qualified driver of the class(es) of vehicle stated on the licence. The driving licence must be produced when authorities request for proof of your eligibility to drive vehicles under the various classes. back to top


13.	Can I check the number of demerit points I have incurred via EDDIES?
	Yes. With effect from 7 June 2004, EDDIES allows you to check the number of demerit points you have accumulated or any other details of the penalties involved. back to top


14.	If my driving licence is revoked/suspended or I am disqualified from driving, will it be shown on EDDIES?
	EDDIES will reflect the status of your driving licence as invalid. back to top


15.	Can a third party check my driving licence status and eligibility for COM?
	Yes, if he is provided with your IC number and birth date. back to top


16.	Why doesn't EDDIES allow enquiries by the driving licence holder's name?
	This is one of the measures taken to protect the driving licence holder's privacy. back to top


17.	Can you elaborate more on the demerit points system?
	The Driver Improvement Points System (DIPS) was introduced in March 1983 to identify high-risk drivers or habitual offenders and to stop them from driving for a specified period of time. The system also requires recalcitrant offenders suspended for one year or longer to re-sit and pass all the requisite driving tests before they are allowed to drive again. The salient features of DIPS are: a) when motorists accumulate 24 or more demerit points within a continuous period of 24 months, action will be taken to suspend them; b) motorists served with any suspension before will be liable for another suspension, if the motorist accumulates 12 or more demerit points within any continuous period of 12 months; c) the period of suspension from driving all classes of vehicles will last from 4 weeks to 36 months; and d) drivers suspended for a year or longer will have to sit for and pass the theory and practical tests again, before they are issued with a new driving licence. Some examples on how the DIPS system operates are as follows: Motorist with Clean Driving Record Mr A has a clean driving record. DIPS allows Mr A to accumulate up to 23 demerit points within 24 months. His licence will be suspended if he accumulates 24 or more demerit points within 24 months. For example, on 1/1/2000, he commits his first traffic offence carrying 8 demerit points. If he maintains a 12-month period free of offences carrying demerit points from the date of this offence committed on 1/1/2000, his 8 demerit points will be expunged and he will have a clean driving record again on 1/1/2001. However, Mr A did not manage to maintain the 12-month period free of demerit points. On 8/3/2000, he commits a demerit points offence carrying 6 points. Since he has accumulated 14 points for the 2 offences, he will be sent an advisory letter informing him that he has accumulated more than 12 points. On 15/8/2000, Mr A then commits another offence carrying 12 demerit points. He has accumulated 26 demerit points, and a notice of suspension will be mailed to him. He will be liable for a suspension of 3 months. If he attends a 1-day retraining programme, his suspension may be reduced to 4 weeks. Motorist with Suspension Record Mr A served his suspension that ended on 15/11/2000. His previous 26 points are expunged but his suspension record still stands. Because his previous suspension is still on record, Mr A will be liable for another suspension if he accumulates 12 or more demerit points within 12 months from the date his suspension was lifted on 15/11/2000. If he maintains a demerit-point free record for 24 months starting from 15/11/2000, his suspension record itself will be expunged on 15/11/2002 . On 1/9/2001, Mr A commits an 8-demerit point offence. The 12-month and 24-month qualifying period for demerit points and suspension records to be expunged respectively will then start from 1/9/2001. If he maintains a demerit point free record: a) On 1/9/2002, his 8 demerit points will be expunged. However, his suspension record still stands and he cannot accumulate 12 or more demerit points within the next 12 months. b) On 1/9/2003, his suspension record will be expunged. He will revert to having a clean driving record. This means that he can accumulate up to 23 demerit points within 24 months. His licence is liable for suspension if he accumulates 24 or more demerit points within 24 months. back to top


18.	What is a Certificate of Merit (COM)?
	The Certificate of Merit (COM) entitles a driver to a 5% discount on vehicle insurance premium from participating insurance companies, over and above his No-Claim Bonus (NCB). A driver is eligible for a COM if, at the point of purchasing a car insurance coverage, he/she has maintained for the past 3 years, a continuous demerit-point-free driving record. This means that, if a driver has committed a traffic offence any day in the 3 years immediately before an insurance purchase that resulted in him/her being "awarded" demerit points, he/she would no longer be eligible for a COM on the day that he/she purchases the insurance. back to top


19.	How do I find out if I am eligible for Certificate of Merit (COM)?
	Process to enquire eligibility for Certificate of Merit (COM): 1) Log on to eCitizen website http://www.ecitizen.gov.sg and select Transport -> Driving in Singapore -> E-Transaction -> Electronic Driver Data Information & Enquiry System 2) Click on 'Driving Licence Information'. 3) Enter the licence holder's NRIC/FIN number at the webpage. Click Proceed. 4) System validates the input and generates a webpage displaying the details of the COM. back to top


20.	How do I know whether my insurance company is one of the participating insurance companies?
	The list of participating insurance companies in available online in EDDIES. You can check if your insurance company is on the list. back to top


21.	Do I need to show the insurance company the printed COM from EDDIES to claim a discount?
	You may print a copy for the insurance company. However the insurance company or your agent can log on to EDDIES to check the latest status of your eligibility for COM. back to top


22.	If I printed out my COM yesterday but committed an offence today that carries demerit points, will I still be entitled to a 5% discount on car insurance premium if I were to show the company the printed COM?
	Insurance companies will verify a driver's eligibility of the COM via EDDIES. If at the point of verification, the driver is eligible for the COM, the driver will be allowed to claim the 5% discount on car insurance premium. back to top


23.	Can a family member use my COM to enjoy the 5% discount on vehicle insurance premium when he buys insurance for his car?
	COM is not transferable. Drivers other than yourself are not entitled to your COM incentives. back to top


24.	After printing out the COM status from EDDIES, do I need to go to Traffic Police Department to have it stamped to prove its authenticity?
	No. The authenticity of a printed COM can be verified via EDDIES. back to top


25.	Can I request for my COM to be mailed to me as in the previous arrangement?
	Since 15 October 2002, TP no longer sends COM cards. In fact, there is no need to present a COM card to enjoy the 5% discount on insurance premium from participating insurance companies. Your insurance agent or company would check your records via EDDIES to ascertain your eligibility for the COM. Those who need clarification can call Traffic Police at (65) 6 547 0000. back to top


26.	How do I check if I have outstanding traffic summonses?
	1) Log on to eCitizen website http://www.ecitizen.gov.sgand select Transport -> Driving in Singapore -> E-Transaction -> Electronic Driver Data Information & Enquiry System 2) Click on 'Outstanding Traffic Offence'. 3) Choose option "Enquire by NRIC No./FIN" at the webpage. 4) Enter the NRIC/FIN number and date of birth. Click Proceed. 5) System validates the input and generates a webpage displaying details of traffic offences for that vehicle. Process to enquire traffic offences by foreign vehicle number 1) Log on to eCitizen website http://www.ecitizen.gov.sg and select Transport -> Driving in Singapore -> E-Transaction -> Electronic Driver Data Information & Enquiry System 2) Click on 'Outstanding Traffic Offence'. 3) Choose option "Enquire by Foreign Registered Vehicle Number". 4) Enter the foreign vehicle number. Click Proceed. 5) System validates the input and generates a webpage displaying details of traffic offences for that vehicle. Process to enquire traffic offences by local vehicle number 1) Log on to eCitizen website http://www.ecitizen.gov.sgand select Transport -> Driving in Singapore -> E-Transaction -> Electronic Driver Data Information & Enquiry System 2) Click on 'Outstanding Traffic Offence'. 3) Choose option "Enquire by Local Registered Vehicle Number". 4) Enter the local vehicle number. Click Proceed. 5) System validates the input and generates a webpage displaying details of traffic offences for that vehicle. back to top


27.	If I have been booked for a traffic offence today, when will my traffic offence records be reflected on EDDIES?
	EDDIES only reflects records of outstanding traffic summonses issued by the Traffic Police. If you are being investigated for a traffic offence but have not been issued with a traffic summons, the records will not be reflected on EDDIES. For example, if you have been booked for a traffic offence and issued a traffic summons on the spot, the traffic summons records will be reflected on EDDIES after 2 working days. However, if you have been booked for a traffic offence such as hand phone driving that requires some investigation, the traffic summons will only be issued after some time upon the conclusion of the investigation. In this case, the traffic summons record will only be reflected on EDDIES after the traffic summons has been issued upon the conclusion of investigation. back to top


28.	Cisco has issued me a summons ticket today. Why is it not reflected in the website?
	A Notice of Parking Offence issued by CISCO enforcement officer is not a traffic summons ticket. Traffic Police will separately issue a traffic summons for such cases. Members of the public can only check for outstanding summons after Traffic Police has issued the traffic summons. back to top


29.	I would like to take a look at my previous summonses which I have paid. Why are there no such records?
	As EDDIES only displays outstanding traffic summonses, summonses that have been settled will not be shown. back to top


30.	I have paid my summons this morning. Why is the summons still shown in the website?
	The records are accurate as at 12.01am of the day you checked and will be updated at 12.01am the following day. back to top


31.	I have made an appeal on my traffic violation case and your website shows that the case is under review/investigation. When will I know the outcome?
	If your case is a compoundable traffic violation and there is no accident involved, the outcome will be made known to you approximately 3 weeks after TP received your appeal. If your case involved an accident, more elaborate investigation will be needed. You may check with the investigator handling your case. back to top


32.	I remembered having settled all my traffic summonses, why does EDDIES records say that Traffic Police had sent me a traffic summons/Letter of Interview but received no response from me?

33.	I have settled all my traffic summonses. Why is there a warrant of arrest issued against me?

34.	Can I check in EDDIES for outstanding traffic summonses committed in Malaysia?
	No. EDDIES only provides information on outstanding traffic summonses issued by Traffic Police for traffic offences committed in Singapore. back to top


35.	Can I also check for outstanding LTA, URA or HDB summons from EDDIES?
	No. EDDIES only displays outstanding traffic summonses issued by Traffic Police. back to top
