PR and IS who are admitted to polytechnics and universities can take up tuition fee loans through the institutions to cover part of their subsidized fees. Where needed, institutions may also provide additional financial assistance to these students.

In line with the Government's move to sharpen the differentiation between Singapore Citizens, Permanent Residents (PRs) and foreigners to reflect the responsibilities and privileges of citizenship, international students will pay higher fees for their tertiary education at publicly funded institutions. The ITE, polytechnics and autonomous universities provide limited financial assistance for international students.
