General Information for Applicants

What is the ITE traineeship scheme about?
Traineeship is an earn-as-you-learn training scheme for school-leavers who have completed GCE 'O' or 'N' level. You will learn a skill and earn a monthly salary at the same time.

2.
What is the difference between traineeship and full-time institutional training?
Both schemes of training lead to relevant ITE certification.
Traineeship training comprises 2 components, namely, on-the-job training (OJT) and off-the-job training. OJT is provided in-house by the employer at the work place. For off-the-job training, the trainee attends classes at an ITE College once or twice a week. The employer pays the trainee a monthly salary for the full duration of traineeship.
For full-time institutional training, the student will attend full-time training conducted at an ITE College from Mondays to Fridays and participates in extra-curricular activities. Also, the student will have to pay his/her own course and other related fees.
A trainee who successfully completes his/her Traineeship will receive 2 certificates. They are the relevant National ITE Certificate (or
Nitec
) as well as a Traineeship Certificate, stating that the trainee has had relevant work experience in the company. For full-time institutional training, the student who successfully completes the course will receive just the relevant
Nitec
certificate.

What qualifications must I have to apply for a traineeship course?
An applicant must have completed GCE 'O' or GCE 'N' levels. Depending on the course applied for, the applicant is required to have GCE 'O' level passes (Grades 1 -8) in any 2 subjects; or GCE 'N' level passes (Grades A-D or 1 - 5) in a specified subject plus 2 other subjects; or had completed GCE 'N' level.

What is the duration of a traineeship course?
The duration of a traineeship course leading to Nitec certification ranges from 1 to 2.5 years. For service skills courses such as Office, Retail and Tourism, the duration is one year while Culinary (Western) and Food & Beverage Operations courses are 2 years.

5.
Will I be granted deferment from National Service if I apply for a traineeship course?
If you meet the conditions set by the Ministry of Defence and are successful in your application for traineeship, ITE will help you to obtain deferment from National Service.

6.
Can I apply for a traineeship course if I am not a Singapore Citizen or Singapore Permanent Resident?
Yes. You may apply to be a trainee if you meet the entry requirements for the course applied for and provided you have an employer who is prepared to accept you as a trainee in the company.

Is there any age limit for a traineeship course?
No. As long as you meet the entry requirements for the course applied for and have an employer who is prepared to take you as a trainee in his company, you are eligible.

When can I apply for a traineeship course?
There are 2 intake points each year. The first intake point is in December, for traineeship commencing in January the following year. The second intake point is in January or February for traineeship commencing in April. Traineeship intakes are announced in the major local papers and ITE website about 2 weeks before the actual intake exercise.

How do I apply for a traineeship course?
There are 2 ways in which you can apply for a traineeship course. You may apply direct to the company when it advertises in the newspapers. If you are successful at the interview, the company will register you for the course.
Alternatively, you may call the Customer Service hotline:1800-2255-483, or apply through ITE Headquarters Customer Service Centre located at 10 Dover Drive, during the traineeship intake exercises, or apply through the ITE website if you have already attended a briefing session for the particular traineeship intake. There are 2 intake points each year. The first intake point is in October/December, for traineeship commencing in January the following year. The second intake point is in January or February for traineeship commencing in April. Traineeship intakes are announced in the major local papers and ITE website about 2 weeks before the actual intake exercise.

Will I have to pay fees for a traineeship course?
Your course fees will be paid by your employer.

11.
Do I need to sign an agreement with the company? What are the terms like?
Yes, you would need to sign a Traineeship Agreement that spells out your role and responsibilities and those of your employer.
You are required to complete the training once you have registered for a traineeship course and signed the Traineeship Agreement. If you leave without completing your training, you will be required to reimburse your employer the cost incurred in sponsoring you. The amount payable is known as Liquidated Damages (LD).

If I withdraw from a traineeship course before completing it, what is the Liquidated Damages (LD) payable?
There will be no LD payable if you withdraw from the course within the first month of signing the Traineeship Agreement. After this grace period, you are liable to pay LD to your employer based on the amount spent on you, including course fees, and salary paid to you
for those days you attended the day-release classes.
The amount of LD will be determined at the time of your withdrawal from the course.

As a trainee, how is my interest protected in areas such as educational/general welfare matters?
Upon signing the Traineeship Agreement, both your employer and you will have to honour the terms and conditions stated.
Your employer will agree to train you as well as assign a trainer to supervise and monitor your progress. Your employer will have to allow you to attend classes and pay you a monthly salary and other training costs. On top of that, an ITE officer will check that you receive the proper training. He will visit you at the company and check your training records to monitor your progress. You can contact the ITE officer if you have any problem at work.

What progression opportunities do I have as a trainee?
Trainees enjoy the same progression opportunities available to graduates of ITE full-time courses.
Nitec
graduates may upgrade within ITE through the relevant
Higher Nitec
courses. Graduates from certain
Nitec
courses may also apply for progression to the first year of relevant Diploma courses offered by the Polytechnics if graduated with a GPA of 3.5 and above.

Do I have to contribute to the CPF if I take up a traineeship course?
Yes. You will have to contribute to CPF as you are an employee of a company.

How do I get to ITE HQ Customer Service Centre?
If you are coming by MRT train, alight at Buona Vista MRT Station (EW21) and board SBS bus service number 198 in front of MOE HQ towards AYE. At the 4th bus stop, alight from the bus and cross the road using the overhead bridge to ITE HQ. You can also take bus service number 74, or 196. Alight immediately when the bus makes a right turn at Dover Road. Walk towards ITE HQ by following the roadsigns.

What benefits are there for my company to participate in ITE's Traineeship scheme?
Your company can benefit in a number of ways by participating in traineeship. These are:
i) ITE will assist your company in the recruitment of trainees;
ii) Funding under SDF/SRP is very attractive and will help you offset your training costs;
iii) The OJT that your company provides is directly relevant to your operational needs;
iv) Your trainees can contribute to your operations very quickly and be productive in a short period through OJT;
v) Your company can inculcate good work practices in your trainees during their period of traineeship; and
vi) The curriculum allows you to incorporate training content that are specific to your company's needs.

4.
What requirements must my company fulfil to participate in ITE's Traineeship scheme?
To participate in an ITE traineeship scheme, your company needs to:
i) Provide your trainees with relevant OJT
as specified by ITE
in at least 75% of the tasks as
listed in
the Training Logbook;
ii) Sponsor your technically/academically qualified trainers who are not pedagogically trained to attend either the Coaching Skills or the Planning & Implementing OJT courses conducted by ITE or any other pedagogic courses approved by ITE;
iii) Allow your trainees to attend the off-the-job training during normal working hours. (Generally, 2 days per week during the initial weeks of training followed by one-day-per-week thereafter);
iv) Enter into a Traineeship Agreement with your trainees and their sureties to formalise the traineeship programme;
v) Pay your trainees salaries and fringe benefits (where applicable) as agreed upon in the Traineeship Agreement;
vi) Allow ITE officers access to your premises to monitor the progress of your trainees; and
vii) Bear all training costs including registration, course, examination and related fees for your trainees to attend off-the-job training at an ITE College.

I am unable to provide the minimum 75% of the OJT tasks as specified by ITE for the course although I can provide OJT in other areas that are essential for my company's operations. Will my application to participate in traineeship be approved?
The 75% OJT tasks stipulation is aimed at ensuring that an employer can provide relevant OJT tasks that are essential and aligned to the course of study. However, if your company is unable to fulfil this requirement, you can still forward your proposals to ITE outlining the alternative OJT tasks that you can provide, including other skills training that your company can provide, for consideration.

Who can be a trainee?
Any school-leaver who has completed GCE 'O' or GCE 'N' levels may apply for a traineeship course. Depending on the course applied for, an applicant is required to have GCE 'O' level passes (Grades 1 -8) in any 2 subjects; or GCE 'N' level passes (Grades A-D or 1 - 5) in the specified subject plus 2 other subjects; or have completed GCE 'N' level. You may also sponsor your existing employees for traineeship if they meet the entry requirements for the course applied for.

Can I sponsor my employee for traineeship even if he is not a Singapore Citizen or Singapore Permanent Resident?
Yes. If your employee meets the entry requirement for the course applied, he/she is eligible to apply for traineeship. However, employers will not be eligible for SDF grants. Also, prevailing course fees for non-citizens shall also apply.

8.
Can I sponsor my employee for traineeship if he is does not meet the academic entry requirement specified for the course?
The entry requirements are set taking into account the ability of trainees to cope with their studies. However, ITE will evaluate requests for exemptions by companies on a case-by-case basis.

9.
I face difficulty in recruiting applicants for traineeship. Can ITE help?
Yes. ITE conducts 2 traineeship intake exercises each year. The first intake point is in October/ December, for traineeship commencing in January the following year. The second intake point is in January/February for traineeship commencing in April. Traineeship intakes are announced in the major local papers following the release of the GCE examination results and over the website about 2 weeks before the actual intake exercise. Applicants who turn up during these intake exercises will be briefed about traineeship. Thereafter, they will apply for a course of their choice before arrangements are made for them to attend interviews at companies.

10.
As an employer, what course of action can I take if my trainee decides to terminate his training prematurely?
Under Traineeship, the 3 parties, namely, trainee, employer and the trainee's surety are required to enter into a Traineeship Agreement to formalise the traineeship, with ITE as a witnessing party. Essentially, the Agreement spells out the duties and obligations of the 3 parties to ensure that the traineeship course can be successfully concluded. If a trainee chooses to leave the course prematurely on grounds that are not acceptable to the employer, there is recourse for the employer under the terms of the Agreement to recover liquidated damages from the trainee or his surety. ITE will assist employers to facilitate in discussions.
