What are the various charges I will incur when I make calls while roaming overseas?

A number of different charges are applicable when one uses the mobile roaming service. Generally, these include IDD rate of overseas operator to calling destination, overseas airtime charge and taxes/surcharges of overseas operator.
For example if you are roaming in Country A and you are calling back to Singapore, you will have to bear the following charges:
- Total Charge = (1) IDD rate of the chosen Country A operator to Singapore + (2) Airtime rate of the chosen Country A operator + (3) Roaming tax/ surcharge of the chosen Country A operator + (4) surcharge of your local mobile operator.
Mobile operators in Singapore would have control over item (4), but not what the overseas operator charges for items (1), (2) and (3).
Bear in mind that calling charges may change with time. You should check with your local mobile operator for the exact charges before making the international calls.

If I receive a call from a telephone number belonging to the country that I am roaming in(e.g. I receive a call from a Country B number when I am roaming in Country B), will I be incurring roaming charges?

Yes. Generally the call will need to be first routed to Singapore and then back to you in Country B. The IDD charges from Country B to Singapore will be borne by the Country B subscriber that is calling you. You will however have to bear the IDD charges from Singapore to Country B, local airtime charges of the respective operator in Country B and any payable value-added tax, similar to the example in question 1 above.

Besides roaming on my local SIM card, what are the other cost-saving options I have while I am overseas?

You can choose to purchase a pre-paid SIM card of the country you are in to make calls.
Alternatively, you can purchase international calling cards from your local operator to make outgoing international calls. However, please note that if you use your mobile phone to make the calls, you may still incur roaming charges.

Can my mobile phone access all types of mobile networks while I am overseas?

You have to ensure that your mobile phone is compatible with the frequency bands of the network (e.g. GSM, CDMA, Quad band, Tri band) of the country you are in to enable you to receive and make calls. Please check with your local mobile operator if you are unsure.
