What is new in the Gas (Supply) Regulations?
The Gas (Supply) Regulations provides clarity on the roles and responsibilities of gas licensees vis-a-vis the consumers under a restructured competitive gas industry. The Regulations also stipulate that any work on gas appliances connected to the gas pipeline systems, such as installation, maintenance, repair, etc., which is considered to be gas service work, would have to be carried out by a licensed gas service worker.

Is the Gas (Supply) Regulations introduced to fix shortcomings in safety in the supply and use of gas?
Previous legislation had the provisions and gas licensees, PowerGas Ltd ("PowerGas") and City Gas Pte Ltd ("City Gas") had the procedures and systems in place for the application, the connection, the turn-on and the use of piped gas supply as well as the maintenance of the piped gas supply system and attending to gas leaks. There was also a Gas Supply Code, for which PowerGas and City Gas had to comply with. The Gas (Supply) Regulations and the new Gas Supply Code are implemented to meet the needs of a restructured competitive gas industry with more licensees, such as gas retailers, etc. participating and to provide clarity on the roles and responsibilities of these licensees vis-à-vis the consumers.
