To better protect your personal data, SingPass 2FA is only required for selected government digital transactions that involve sensitive data (e.g. IRAS tax filing, accessing CPF statements). This means that in addition to your SingPass ID and password, you will need to enter a One-Time Password (OTP) sent via SMS, or generated through a OneKey token.

You need 2FA to file taxes, view CPF statements, access SkillsFuture credits and more. It will take up to 10 working days to set up your 2FA. Please plan in advance before you transactonline. To set up your 2FA, please complete these steps:1. Log in to your account at www.singpass.gov.sg & follow the instructions on the screen.2. A PIN mailer will be mailed to your registered address.3. Activate your 2FA using the PIN mailer, then you’re done!
If you have not registered for 2FA, please update your mobile number by accessing the Update Account Details function on SingPass website. You will then be auto-registered for SMS 2FA. You should receive a PIN mailer within seven working days (for local addresses). Follow the instructions in the PIN mailer to activate your 2FA.
To register without a mobile number, please visit one of the 2FA counters (refer to the table below) in-person, with your original FIN card, to set up your 2FA on-the-spot.
If you have already registered for 2FA, please refer to the PIN mailer sent to you to activate your 2FA.

Starting from 15 February 2016, SingPass users will be auto-registered for SMS 2FA in batches. They will receive an SMS, informing them that they have been auto-registered for SMS 2FA, and a PIN mailer will be sent to their registered addresses for them to activate their 2FA. If you have received this SMS, you just have to wait for your PIN mailer to arrive. Then, you can activate your 2FA by following the instructions in the mailer.
If you did not receive this SMS and have verified your Singapore-registered mobile number with SingPass, you can register for SMS 2FA by sending “Register” to 78008 (if you are in Singapore) or +65 82411666 (if you are overseas) via SMS.
There can be two scenarios:
(1) You have not provided your mobile number to SingPass, thus you can’t register for SMS 2FA .You can log into your SingPass account and click “Update Account Details” to enter your mobile number. After which, you can proceed to register for SMS 2FA.
(2) You are an existing OneKey user who have not updated your mobile number. You will need to log into https://portal.assurity.sg using your SingPass credentials, click “Update Profile” > “View Mobile Details”, and enter your SingPass-registered mobile number. After which, you can proceed to register for SMS 2FA.
You can request a new PIN mailer.
For overseas users, please request a new PIN mailer by sending an email to email@example.com. A helpdesk officer will assist you accordingly.
You can continue to access government digital services by selecting "Do not have a mobile number", followed by "Skip Now", whenever you are prompted online for your mobile number.
If you wish to avoid skipping the mobile number request on a long-term basis, you can visit any SingPass counter in-person, with your original NRIC or FIN card.
Note: Children or caregivers of senior citizens can visit the counters by proxy or email firstname.lastname@example.org with a photocopy of the senior citizen's NRIC or FIN card (front and back), if they would like to seek an exemption for their dependents.
After skipping or seeking exemption to provide a mobile number, you still need to set up your SingPass 2FA by registering for a OneKey token:
Your SingPass account allows you to access all government digital services with just one ID and Password. You will need SingPass 2-Step Verification (2FA) to perform government digital transactions involving sensitive data, such as viewing CPF statements and filing taxes. As part of your 2FA setup, you can select SMS 2FA (only for Singapore-registered mobile number), OneKey Token 2FA, or both.
If you plan to reside overseas and have not set up your 2FA, please set up your OneKey Token 2FA in advance, when you are still in Singapore -- to save the hassle of overseas postal operator delays. Note: The setup process will take up to seven working days for local addresses.
Please follow the steps below to set up your OneKey Token 2FA:
1. Register for OneKey Token
• Log into your SingPass account and click “Set Up 2-Step Verification” under the Quick Links section.• Next, click “Verification by OneKey token” and confirm your registered address displayed on screen.• A PIN mailer and token will be sent separately to your registered address within seven working days for local addresses.
2. Activate OneKey Token
• Follow the instructions in your PIN mailer to activate your 2FA. Then, your SingPass 2FA setup is complete.
Bring your activated OneKey token with you overseas and you can use it easily to generate One-Time Passwords (OTPs) when transacting with the Government.
If you have already updated your overseas address with ICA, you can directly register for your 2FA at https://www.singpass.gov.sg. You will then receive a PIN mailer and a OneKey Token separately at your overseas address within 10 working days (subject to overseas postal operator delays).
If you have not updated your overseas address with ICA and need to set up your SingPass 2FA urgently, please complete the following steps to do so:
After submitting the documents, a confirmation email will be sent to you within seven working days. You will then receive a PIN mailer and a OneKey Token separately at your overseas address within 10 working days (subject to overseas postal operator delays). If you do not receive by then, please notify the team through email@example.com
If you need assistance in setting up your 2FA, you can visit one of the following 2FA counters in-person. For NRIC holders, please bring your original NRIC card. For FIN holders, please bring your original FIN card/Passport.

If you have a Singapore-registered mobile number, you can choose to only register for SMS 2FA. Follow the instructions in the PIN mailer to activate your SMS 2FA, then your setup is complete.
With 2FA, you will be prompted to enter One-Time Passwords (OTPs) sent to your mobile number when you perform sensitive government e-transactions.

If you register for 2FA via SingPass website, you can register for either SMS or OneKey Token.
If you register for 2FA via SMS (send “Register to 78008”), you can only register for SMS. Hence, if you like to register for OneKey token, you will need to log into your SingPass account and click “Set Up 2-Step Verification (2FA)” under the Quick Links section, followed by “Register for OneKey token”.
If you have registered for OneKey token as part of your 2FA setup, your token and PIN mailer will be sent separately to your registered address, for security reasons. You should receive both within seven working days from the date of registration.
If you have misplaced or did not receive your PIN mailer, you can request a new PIN mailer. Simply send an SMS to 78111 from the same mobile number registered with your SingPass account, in this format:
Resend pin mailer<space>NRIC<space>Postal Code
E.g. Resend pin mailer S1234567A 098765
After verifying that the details are correct, a confirmation SMS will be sent to you within two working days. After which, you will receive the new PIN mailer within seven working days.
Upon successful 2FA registration, you should receive a PIN mailer and OneKey token via separate mails within seven working days (for local addresses).
If you have not received your PIN mailer or OneKey token after seven working days, please contact OneKey helpdesk at +65 6566 3539 or firstname.lastname@example.org. A helpdesk officer will assist you.
To activate your 2FA, you can send the activation code in the PIN mailer to 78111 via SMS, OR log into Assurity’s website (https://portal.assurity.sg/activate) using your NRIC and the PIN mailer password.
Upon successful activation, your SingPass 2FA setup is complete.
For first-time OneKey Token registration:- Singapore Citizens and Permanent Residents (PR) can register for a OneKey Token for free.- Overseas Singaporean Citizens can register for a OneKey Token and it will be delivered to their registered overseas address for free.- FIN holders will have to pay S$15 to register for a OneKey Token. Note: The OneKey Token will be covered by 1-year warranty from the date of registration. It does not cover damage resulting from negligent handling or misuse. For loss or replacement of OneKey Token:- There will be a replacement fee of S$15 to register for a new token.- Overseas Singaporean Citizens will need to pay S$15 for replacement token, and an additional S$35 for delivery (this includes the administrative fees to mail the secure device overseas).
