General Information on Structured OJT
What is Structured On-the-Job Training (S-OJT)?
S-OJT is one-on-one on-the-job-training that occurs at or near the actual work setting and is delivered by a designated trainer or supervisor. OJT is for new as well as existing employees where a supervisor will demonstrate a specific task to the workers who will subsequently perform the task. The supervisor will then assess and record the performance of the trainees.
Are non-technical courses considered OJT?
Training in clerical work can be considered as OJT, but not management courses conducted in training rooms or in the form of seminars.
Can companies train new entrants who are non-citizens through OJT?
Yes, companies can train them. However, non-citizens are not eligible for the SDF grant.
Is there any specific age group of employees that the OJT system is targeted at?
There is no specific age group targeted at. The primary focus is employees who do not have formal technical qualifications. These are mainly production or technical people and frontline staff. The programme can also be extended to other categories of employees.
Are there any government financial funding supports given to companies for the COJTC system?
Companies conducting in-house OJT can enjoy 400% tax deduction and/or 30% cash payout for investment in training of employees under the Productivity and Innovation Credit (PIC) Scheme initiated by IRAS. For details of PIC, please call: 1800-3568622 or email:
In addition, companies are also eligible to claim training support at $2 per trainee-hour, at a flat rate regardless of whether you are an MNC or SME. Requirements for the COJTC Status
Can the OJT Administrator, OJT Programme Developer and OJT Instructor be the same person?
Yes. Depending on the resources of the company, one person can perform these 3 roles.
Must the training staff of COJTC companies who have good experience in coaching employees, attend the ITE Train-the-Trainer Programme in Coaching Skills ?
If the training staff has undergone systematic training in coaching, ITE is prepared to consider their training experience in lieu of attending the Coaching Skills course. However, companies must be prepared to submit a comprehensive profile (CV) of their instructors and to indicate the types of programmes that the instructors had attended. The designated instructor must have attended recognised "Train-the-Trainer" courses or have at least 3 years full-time or 5 years part-time training experience in conducting OJT in the company.
Issuing of OJT Certificate
Is it necessary to issue OJT Certificates to every employee after they have completed each OJT programme?
It is for the company to decide. The issue of OJT certificate is meant to be an incentive and not a requirement of the COJTC system.
Are OJT Certificates recognised by other companies?
OJT programmes are normally job specific to meet the organisational needs of companies. OJT Certificates issued for such programmes will reflect the skill level of the respective companies' standard. However, some skills are transferable among companies within the same industry. Whatever the OJT programmes, OJT Certificates are valued by employees, as they bear the ITE OJT hallmark.
Are OJT Certificates of Completion recognised by ITE for entry into
Yes. Employees who have cumulated at least 60 hours of structured OJT conducted by companies which are certified as COJTC can apply for ITE part-time
programmes (only Mechanical-based programmes, eg, Mechanical Technology, Automotive Technology, Precision Engineering, etc.)
Renewal of COJTC Status
The renewal of the COJTC status is for a period of 3 years. What are the criteria needed for renewal?
The COJTC status will be renewed if the company shows commitment in the system; has trained trainers; and has implemented at least 60 trainee-hours of OJT during the 3-year term.
ITE will assess the needs for site audit. The site audit may include verification of training programmes and documents or visits to the workplace to talk to the instructors and trainees undergoing or have completed the OJT programmes.
