If you are the parent who logs in to BBO to join the scheme and a CDA trustee, you can accept the Terms and Conditions of the selected CDA bank (DBS, OCBC or UOB) online. If your child has already joined the scheme but has not opened the CDA, you should use the "Services login" on the BBO homepage, and select "Opening of CDA" service to open the CDA and accept the Terms and Conditions of the selected CDA bank.
If you are the parent who logs in and your spouse is a CDA trustee, your spouse (CDA trustee) will receive a Baby Bonus link by email to accept the Terms and Conditions of the selected CDA bank online. The CDA will then be automatically opened within 3 working days after the CDA trustee accepts the Terms and Conditions of the selected CDA bank online. Note: If the CDA trustee is a foreigner or a third party CDA trustee, we will send the trustee an authorisation letter to open the CDA at any CDA bank branch. The trustee must produce:
Approved list of indirect education expenses for payment through the Child Development Account (CDA)*
Uniforms and attire
Materials / books
Local Excursion / field trips
Deposit (must be refunded back into CDA)

You can check if your child is eligible for Baby Bonus using the eligibility check tool here.
Note: 1. Children of unwed parents are eligible to join the Baby Bonus Scheme and receive CDA benefits if the child is born or has an estimated date of delivery (EDD) on or after 1 September 2016.
Either parent may join the scheme at http://www.babybonus.msf.gov.sg/parent/. You have to log in with your SingPass.
Both parents will have to agree on the person (he/she can be a third party) to:• receive the cash gifts (i.e. the Bank Account Holder); and• manage the Child Development Account (i.e. the CDA trustee).
The Cash Gift bank account holder and CDA trustee do not have to be the same person. The CDA trustee has to be above the age of 18 and not a bankrupt.
You can save any amount into the CDA. When you save, you can receive Government dollar-for-dollar matching up to a cap.
For example, if you save $10, the Government will match $10 within 2 weeks from the date of your deposit.
You can find out the contributions cap for your child here.
