How would the implementation of the Unique Entity Number (UEN) affect my organisation's transactions with Singapore Customs (SC)?
|

The UEN is a standard identification number for the entity to interact with government agencies, including SC. Hence, the UEN will replace the Central Registration Number (CRN) that you are using to interact with SC from January 2009. The use of the CRN will be discontinued from January 2009.

Could SC consider having a parallel run of both CRN and UEN to allow organisations a buffer period to switch from CRN to UEN instead of having a clean cut-over on January 2009?
|
|
SC has assessed the impact of implementing a parallel run. The CRN is currently used by SC and all the controlling agencies in TradeNet® to identify an entity in many processes such as BG, IBG, refunds, licenses, quotas, etc. There are also implications on other community and private systems. Thus, a parallel run would be more complex and challenging to roll-out. In order to reduce the possibility of extended down-time and other unnecessary disruptions to the trade, SC has assessed that it would be more efficient to have a big clean cut-over from CRN to UEN from January 2009.

Can my organisation start using our UEN to transact with SC once we receive it from our Issuance Agency?
|
|
No, your organisation will only be able to use your UEN for transactions with SC from January 2009 onwards. Prior to that, you will still have to use your CRN to transact with SC.

My organisation doesn't fall under the list of entities of any of the Issuance Agencies. If my organisation will not be issued with a UEN, how would we transact with SC after January 2009?

If your organisation is governed by a professional body, please contact your professional body for more information on how you can obtain a UEN. If your organisation does not fall under the list of entities of any of the Issuance Agencies, you can email to the UEN Administrator at acra_uen@acra.gov.sg or contact ACRA hotline at 6248-6028.

The trade declarations for my organisation are handled by a declaring agent/freight forwarder/air-express company. Would we have to inform our declaring agent/freight forwarder/air-express company of our UEN or will they be updating their client databases on our behalf?
|

Your regular declaring agent/freight forwarder/air express company should have updated their client records as conversion data are available at www.uen.gov.sg from 1 October 2008. You may wish to check and confirm directly with your regular declaring agent/freight forwarder/air express company.

We are a declaring agent/freight forwarder/air-express company with a large client database. What kind of assistance will be made available to us to convert our current database of CRN to the corresponding UEN? What is the procedure for us to submit our request for such assistance?
|

Conversion data will be available from www.uen.gov.sg from 1 October 2008 to aid entities in the conversion of their existing records. Please refer to www.uen.gov.sg for the detailed instructions on how to request for such assistance.

When I received the conversion data from the UEN website, some of the CRN records have “no record found”, or I cannot find a matching UEN from the website. What should I do?
|
|
If you cannot find a matching UEN from the conversion, it could be due to a few reasons: a) The CRN is no longer in use by the entity b) The entity is not registed with any of the UEN Issuance Agency c) The entity has not been issued with UEN yet
We suggest that you contact the entity that has provided you the CRN to check if their CRN is still valid. If the CRN is still valid, please use the enquiry function at the UEN website to check for the corresponding UEN. Over 99% of all entities has been issued with UEN but as UEN is a massive national project, there may be a small number of entities which have not been issued with UEN. Your client can email to MOF_UEN@uen.gov.sg if it is a valid entity but has not been issued a UEN.

My company has previously registered with SC to engage in import/export activities and has a valid CRN, do I need to inform SC of my UEN? When can I use the UEN?

You need not inform SC of your UEN if you are already registered with SC as we will convert all the CRN records to UEN when we implement UEN from Jan 2009. You can only start to use the UEN from Jan 2009.

The Chamber of Commerce is requesting my firm/company to provide documentary proof that our UEN has been activated with Singapore Customs (SC). Please advise where can I obtain the letter?

You can print a copy of the letter from the TradeXchange website at: https://www.tradenet.gov.sg/TN40EFORM/tds/sp/splogin.do?action=init_acct for submission to the Chamber of Commerce as documentary poof that the UEN of your firm/company has been activated with SC. If you are accessing the TradeXchange website for the first time, please note that only an authorised person in SC’s record or a person who is a key personnel of the entity (eg, owner, partners or directors based on ACRA’s records), can log in using his/her SingPass.
During the same log in session, you may wish to grant access rights to your staff so that they can subsequently log into our website to update or terminate your firm's/company's records with SC. Please take this opportunity to update your contact details so that you receive timely updates from SC.

My firm/company has submitted a licence application to a Controlling Agency (CA) to import controlled items into Singapore. The CA requested me to provide a copy of the letter to show that my UEN has been activated with SC. Please advise where can I obtain the letter?
